I missed the original posting on this thread, but as an archivist at the
Naval Historical Center wanted to chime in.

The vast majority of those working at the Navy's museums, archives, and
libraries are civilian Federal employees. At the Naval Historical
Center, we have a small group of Navy officers and enlisted. The Deputy
Director (currently the acting Director) is a Navy captain. There are
several junior officers and senior enlisted in information/physical
security, facilities, military journalism, and other areas, but the
historians, archivists, librarians, and curators, as well as most of the
support staff, are all civvies like myself. Professional librarians are
also hired to operate base libraries on U.S. Navy installations
world-wide, supporting those servicemembers stationed overseas.

USS Constitution is a special case, since she is still a commissioned
ship (that is, still considered to be on active duty). As such, a
commanding officer and crew drawn from the active-duty Navy is assigned
to the ship.

If you're interested in working as a Navy archivist or librarian, the
best place to find jobs is the USAJobs website from the Office of
Personnel Management, http://jobsearch.usajobs.opm.gov/. These jobs are
General Schedule (or GS) positions. Archivists are the 1420 series,
librarians the 1410 (click on the "series search" tab). Paraprofessional
positions as Archives Technician/Specialists and Library Technician, the
1421 and 1411 series, respectively, can be found through the same site.
Keyword searching is also available.

It depends on the museum. If it is a Federally funded museum run by the
Navy like the USS Constitution in Boston, then some employees are active
duty Navy. The Constitution has its own captain and crew made up of Navy
officers and enlisted. They are responsible for the day to day running
and maintenance of the ship tho' their positions are mainly ceremonial -
sort of like the Old Guard in the Army. The rest of the positions are
federal, US government positions.

The Center for Navy History in DC probably has some active duty Navy
there as well tho' the historian types will be officers and the "office
grunts" like clerks and HR types will be enlisted. Most of the positions
at the CNH are federal civilian ones tho'.

If the museum is not run by the US Navy like the USS Constellation in
Baltimore or the Nautilus in Norfork, then all employees are civilian
just like any other museum.
