Above is the search form site for the archives of the "Archives and Archivists" listserve.  On April 1 and 2 of this year there was some discussion of how much to charge for images.  Several institutions referenced their own fees.

As it would happen I was gathering up some of this information this morning in preparation for establishing a photo reproduction policy for the small museum at which I work.  There was also another site which did a great summary and analysis of a survey on reproduction policies, albeit primarily art museums.  I'll send it on as soon as I get back to it...
