I don't think it's the guards' fault for accepting tips. Some people,
espeically in the older generation, think it's rude not to tip. It's part of
how they were brought up just like always wearing a hat and gloves when you go
out or holding the door for ladies.

Instead, I would put a sign up saying "all tips will be donated to the museum
or building fund, or education program, or whatnot." That way if people insist
on tipping, your staff can accept it graciously and know what to do with the
money. You might start getting more donations that way too.
