Unfortunately this is not a rare occurrence, particularly in the maritime
world. There is a whole litany of instances where a group of enthusiasts
acquired ships without having a site, facilities or funding. The Navy
finally developed rules that folks who wanted decommissioned ships had to
have proof of funding and a site.

Sometimes these harebrained schemes work. The Intrepid is a case in point;
but that would not have succeeded without Mel Fisher.
In your specific case, there are not enough specifics for advice. You can

Subject: Closed museums reopening? Possible? Advice Please!

I'm currently the consultant for a museum which has been shut down for
over two years, and is hoping to re-establish itself.  It still has
control of the majority of the collection but the facility it wants to
move into is inappropriate(no storge space for one thing) and no local
funding.  I was wondering if anyone has heard of a museum in a similar
situation and what the results were.
