The Secretary abides by the same code of ethics that all museum employees do (or should).  If this was some lower level curator or collections assistant, they would most likely be fired and would stand a good chance of going to jail.  Just because the Secretary came from the corporate sector does not excuse his blatant ignorance of the rules/ethics.
