I am completely guessing about when the cannon was brought to the town.  I only know that the cannon was in place by the city landmark in the 1940s.  The rest is hypocryphal at this point.  I have made a rubbing of the Japanese text on the cannon that I can send any interested persons, along with the photo of the cannon.  By the way, in case anyone was wondering, this is in South Charleston, West Virginia.  The town was the site of a very large Naval Ordnance Center that was created during WWI, but wasn't operational until after the War.  The plant was operational throughout WWII, and produced large-scale cannons for the U.S. Navy.
