Duties The Affiliations Program, established by the Smithsonian Board of
Regents in 1996, functions to provide greater public access to the
Smithsonian‘s collections and a means for their exhibition outside
Washington, DC. Originally conceived as a collections-based program where
borrowing institutions are able to incorporate Smithsonian collections
into various exhibits, educational or research programs on a
comprehensive, long-term basis, the program has expanded to include other
important components. In addition to borrowing objects, affiliates may
incorporate services of the Smithsonian including traveling exhibitions;
workshops; lectures; teacher training; and study tours. In order for the
Smithsonian to better-reflect our nation, the program helps to develop and
enhance relationships through community affiliation programs. The
Affiliations Program also includes National Membership, Internship,
Visiting Professionals and Fellowship Programs. A national newsletter and
three web sites complete the program.
This position directs and administers the Affiliations Program
within the Office of National Programs (ONP). The incumbent works with
the Smithsonian’s museums, research institutes, and offices, and with
outside museums and educational organizations throughout the United States
and abroad. The incumbent is involved in and responsible for a variety of
complex issues and projects and maintains high-level contacts both within
and outside the Institution. The position requires significant travel.
The position requires (1) a highly knowledgeable background in
museum responsibilities and practices, obtained through experience in
museum operations that demonstrates the capabilities to carry out an
exhibition and collections management program, including the associated
financial and human resources requirements; (2) the ability to speak with
authority about collections and programs; and to make effective
presentations to museum boards, community associations, and senior public
and business officials; (3) fund-raising skills; and (4) representational
and leadership skills to develop collections-based, and other
complimentary programmatic and educational facets of affiliation projects.
Qualifications Applicants must clearly demonstrate the necessary level
of managerial and leadership skills and professional competence to perform
successfully in this position. This includes a bachelor’s degree in an
applicable subject-matter field; or a combination of education and
appropriate experience that provides knowledge comparable to that normally
acquired through successful completion of a four-year course of study in
an applicable subject-matter field. In addition, applicants must possess
specialized experience in or related to the work of this position. This
experience must have equipped the applicant with the knowledge, skills and
abilities to perform successfully in this position.
Selective Factors In addition to the above Qualifications, applicants
must meet these mandatory requirements in order to be considered qualified
to compete for the position. (See Supplemental Information below.) A
qualifications review panel will normally rate each Selective Factor.
1. Experience in the development/administration of museum,
educational, multi-cultural programs,
or similar activities.
2. Ability to communicate (both orally and in writing) concepts,
plans, issues, and to secure understanding and support from client
museums and Smithsonian organizations.
3. Demonstrated fund-raising skills.
4. Skill in leading and managing a multi-disciplined and culturally
diverse workforce, including developing team-work and high morale;
attracting, retaining, motivating, and providing guidance; and
implementing EEO/Affirmative Action policies and programs for a highly
performing team.
Quality Ranking Factors These factors are not mandatory requirements to
be considered for the position. Quality Ranking Factors will be used,
however, to determine the highest qualified candidates from among those
who meet the Selective Factors. (See Supplemental Information below.) A
qualifications review panel will normally rate each Quality Ranking Factor.
1. Representational experience that demonstrates the ability to
successfully advocate to museum directors, on behalf of affiliates
throughout the country, that they lend museum objects and collections that
will enhance the museum experience.
2. Experience leading and developing collaborative efforts.
