Only two comments:

1.  When I worked at a large natural history museum that shall remain
nameless, agents from Fish and Wildlife pointed out to me that they expected
that museum and its staff to comply fully with all federal laws and
regulations since they served as an example to others.

2.  Can the rest of us expect the lack of fine or jail sentence when we find
ourselves in the same situation -- of "not knowing" that the feathers came
from regulated species?
