I have always found that a brief yet encompassing mission statement should
suffice. A sentence or two at most - never more than three. The mission
statement should be a general statement of your rationale for being, your vision. It's
what everyone in your organization can hang their hat on as the core goal in
whatever role they undertake.

Everything else that is more specific and much longer-winded can follow in
policy statements.
