On solution we've used successfully are keyboards from Storm.  The
keyboards are intended for text input only.  They don't remove all the
Ctrl, Alt etc. keys but it is not possible to do ctrl-alt-del.  The Storm
1200 has only 53 keys, with a stainless steel front.  I'm not sure if they
do custom layouts.
