I have used a commitment letter outlining the meeting requirements and
clearly stating the expected time commitments (for the board, working
committees, and events that must be attended).  Folks sign it with the
realization that if they miss two meetings consecutively, miss so many over
a certain period of time, or fail to attend required events they are
removed.  If nothing like this is in place, I believe I would send the
person a note stating how supportive you and the organization are of their
goals, and "offering" to "release" them from their current commitment since
you know they won't have the time to do the job as they would like.  In
fact, even if someone has signed an agreement, a "nice" letter as stated
above is the way we handle it.
