It sounds to me like what she needs is a copyright release/permission to
reprint form.  At the Museum Store Association meeting in Philly a few weeks
ago they did a session on copyright and reproduction.  During the session a
sample contract was handed out.  I do not have my copy with me but can get a
copy if you would like
