Most of the museums where I've worked have required as a condition of
employment that staff cannot compete with the Museum for acquisitions.
Typically if a staff member wishes to buy an item the Museum may be
interested in, the Museum must have first option to purchase the item.  If
the Museum declines, the staff person may proceed.
