Are you asking if staff members are allowed to be given salary raises if the budget is balanced and all expected income has been received? If I am understanding your question correctly, I don't see why increases in salaries can't be given.  Are you suggesting that the staff are personally benefiting from the museum's resources? It is my understanding, that their work furthers the mission and they are rewarded for doing so. Board member can not be paid, but staff are hired for their expertise and are financially rewarded for working in an ethically and legally resonsible manner. Salaries can not be exorbitant, because that would imply they are personally benefiting from the museum's nonprofit status.
