Julie,
     I'm still chewing on your first question about the quote, but I
will offer my thoughts on the second question.  I work for a National
Park Service site that interprets 4 battlefields of the Civil War in
Fredericksburg, VA.  The way we've handled battle names is to go by the
name of the associated National Park (Shiloh as opposed to Pittsburg
Landing, Antietam not Sharpsburg, Pea Ridge vs Elkhorn Tavern, and
Manassas over Bull Run, for example).  It seems to work best.  You may
also want to check and see what the Library of Congress standard
classifications for battles are, and use those.  Good luck.
