If you're using metal frames you can purchase security hanging devices that fit into the channels in back. Clips are used on top and a locking mechanism with a key is used on the bottom channel. Once locked, even with a key, it's pretty tricky getting it unlocked.
Nielson Moulding Design is a company that carries them.
For wood frames sometimes a couple of small metal angle brackets on top and bottom works. Another way is to take some 1/2" (0r less depending on the thickness of you frame) by 5" strips of aluminum with a hole at both ends and attach them to the back of your wood frame. Leaving the
top of the metal strip (which is not attached to the frame) about 1" below the top of the frame. Measure the distance between the two top holes and mark your wall accordingly. Attach one metal strip and swing the frame back the other way and attach the other to the wall. You now
have a piece of art work that will swing on the wall. Attach a metal angle on the bottom and your done, with no visible means of hanging. Make sure you use some hollow wall anchors that will give you a tight hold. If you hit a stud, all the better.
One thing about hanging work out in public. If someone wants it bad enough, all you can hope to do is slow the thief down and hope he/she/it is disturbed by someone and stops. The more difficult it is to take down the better.
