Hi, John,

We are in the middle of developing a curriculum packet for local schools.
The concept is - a CD that provides a text document as well as scanned
primary sources. The text guide explains how to use the primary sources in
the classroom. We hired an intern who was also a teacher to create the
materials and to test it with other teachers. It was all grant-funded. The
teachers offered advice, etc. and received a stipend.

If you can't afford to hire someone, definitely locate some teachers in the
district who would be willing to weigh in on what that want, what they can
use, etc. Get a copy of the curriculum requirements from the district
curriculum office so you can make sure you are creating something they will
be able to use, and which will help them meet the requirements they have.
The more teacher involvement, the better!
