I would also check other institutions of a similar size in your region -
perhaps your state association could help with identifying those that have
ed coordinator positions - to see what they are paying.  That way you have
some direct comparisons, so your recommendation falls into a salary range
that is reasonably comparable to other similar positions.

It is also important to keep in mind the cost of living in your area, and of
course the other paid positions in your institution as they relate to the
new position.  If this employee is considered "middle management", their
salary should reflect a median range between, say, clerical assistance and
the chief administrator.
Just my opinion...

Good luck on gaining approval - I know a full-time ed person has made a
world of difference for us!
