In developing curriculum materials for schools, you should examine carefully the state and local model curriculum and curriculum standards. It would be a good idea to talk with the social studies coordinator for your district, a regional professional development center, the state department of education, and/or the education office at your state historical society. Teacher consultants are a great resource on such projects.  They can help you tailor the project to the schools and then they serve as evangelists for the resources within the schools.  Try to identify some of the standards that your program is likely to meet. Keep in mind that it is good to reach beyond social studies to look at how your project might address standards in the arts, language arts,
mathematics.  As you complete the project make a chart showing what standards the curriculum materials will address.  Don't try to serve every grade level at once.  In Ohio, a consortium of public television stations ahve recently produced a number of curriculum projects like the one you describe.  Let me know if you would like more information on these.
