From a conservation standpoint, I wouldn't use anything that isn't water
soluble (on any specimen)- no epoxy or hot glue. If you ever need to do
anything else to the specimen, you can't reverse it.  I use a PVA white
neutral-pH adhesive. It is available from Light Impressions and other
conservation material suppliers.

I repaired a passenger pigeon several years ago.  I used patches of
mourning dove feathers to fill in missing sections, tinted with colored
markers to match. Be sure you document any repairs you make.
