I think what's missing from the comp time thread is
the definition of an exempt employee v. one that is
nonexempt.

I found a few pieces on the web you may also want to
read concerning the Fair Labor Standards Act (FLSA).
This is a Federal law and not one that is state
specific.

http://www.ahipubs.com/FAQ/payroll/exempt.html

http://www.execpc.com/~hrgroup/exempt.html

http://www.toolkit.cch.com/text/P05_4127.asp

http://votech.tqn.com/library/glossary/bldef-nonexempt.htm

If you work for a federal institution, you may want to
examine this one:

http://www.opm.gov/oca/pay/HTML/COMP.htm

There is also a for-fee checklist on figuring out if
someone should be considered exempt for less than $10
to be found here:

http://www.fairmeasures.com/pcm_oecl.html

Are you an ED or Board member without solid policies
and overwhelmed at the thought of having to create
them? There is a site online that offers free
downloads of many of those required for $97:

http://www.instanthrpolicies.com/about_instanthr.htm

If you want to read the actual governmental rules
concerning the FLSA, here's the site:
