Shouldn't the decision of how to interpret the photograph (and other
sources)  fundamentally rest with the artist?

Patrons and the public have long been there breathing down the necks of
artists creating public art ...as we know from Vasari's famous anecdote of
Michaelangelo's feigned "trimming" of the nose of David ...but do the
artists and art historians on the list have the sense that we trust artists
less than ever before to evoke the universal (or just do a good job)?
