Check out the website http://www.jeaniejohnston.com/. This is about a replica of a 19th century tall ship being built as Ireland's Millennum project. This should give you project background information and funding sources. I have been on a committee with my local Ancient Order of
Hibernians related to this project. So if you would like further information, you can contact me offline.
Also keep in mind that port cities have very large law firms that deal in just maritime law. I wonder if that is a possibility for funding. At least it is the type of capacity building you may want to pursue.
