Yes, based on your description a database might be a good solution. I've
worked with custom databases for years and know I could set something up
that would probably do what you need (so I know that someone else could,
too). However, the drawback with custom databases (besides the time to set
up) is that if you don't document how to use it well, it is easy to lose
accessibility when the person who created/facilitated creation leaves.

Before possibly reinventing the wheel, you might do a bit of research to
determine if there are other professions that like to access information
that way - scholars, lawyers, whatever. Something might pop up in a web
search. It is entirely possible that a tool already exists to do what you
want to do.
