As a sometimes reader of resumes and cover letter, I'd suggest the cover be 1-2 pages max.  I seldom read resumes or covers seriously unless I have a position open, and when I read a cover sent for a specific job I expect the cover letter to address the stated qualifications.  Remember, the prospective employer is likely to have a whole lot of application on his/her desk, and you want to let them know you meet the requirements right up front.  Good luck.
