You're taking on a big job.  I am more familiar with the West Coast, but for
your area:

You might want to talk to Kevin Foster or Candace Clifford at the National
Maritime Initiative, National Park Service, Washington, D.C.; also to people
at the Naval Historical Center and Museum, Washington Navy Yard.  There are
a number of maritime museums in your area and there is a guide book -- the
name of which escapes me at the moment -- to North American Maritime museums
that identifies most of them and can give you contact information.

There is a Council of American Maritime Museums that is a coalition of the
institutions and serves as an accrediting body for them.

Regarding building a tall ship and building an education program around it,
you should contact the Sail Training Association, which is based in Woods
Hole, MA.
