I think you'll find that many museums don't restrict images of their
collection materials at all, with the exception of advertising usage.  I
believe it's fairly common to permit non-profit educational and scholarly use
without reproduction fees, but to charge reproduction fees for use by
for-profit organizations and/or projects.  Many museums will not allow their
materials to be used for advertising purposes if doing so would imply the
museum's endorsement of a product or service, but some get around this by
simply not employing a credit line if an image is used in advertising.

As museums increasingly find that there is money to be made in the commercial
world, however, don't be surprised as more and more ethical compromises are
rationalized.
