Contact your state agency that handles gambling -- I would suspect that the
rules vary greatly from state to state.

Our friends group generally holds at least one raffle a year. The trick (in
Michigan) is to apply for the license way in advance because you need to
print the license number on the raffle tickets. Michigan (and I would
suspect, Texas) has very specific rules, but they are quite easy to follow.
Just allow yourself enough time to be able to follow them.
