As I just explained off-list, if the attempt is for
the fee structure to be commission based, this is in
violation of NSFRE rules (the NPO's AAM).
Those interested in exploring the topic further may

examine the archives.
There are grant writers, one I'm thinking of is here
in SoCal, who would do such work on commission, but
even with protections in place, the woman was recently
stung by an unethical NPO who plagiarized her work
without compensation, she may be rethinking her policy
on this.
