If you all have bulk mail permits, I don't understand the problem. I know
just enough about bulk mail to make me wish I didn't, but I thought that
permits applied to your ORGANIZATION based on your mission, not on a mailing
here or a mailing there, depending on the topic of the mailing. If I
advertise a conservation book (put out by a for-profit) in my newsletter, I
can still use my bulk mail permit even though I've given information on how
to order the book.

Weird. I'm interested in this mystery - please share any info you might
find.
