I'd agree with everything you say, subject to just one - vital - amendment:
museums need to do serious research among not just their actual visitors,
but also of statistically representative samples of all of the population
of their target territory, whether visitor on non-visitor.  Otherwise it
is all too easy to use survey data to simply reinforce a narrow,
possibility, unrepresentative, audience while at the same time actually
INCREASING features that may be turning away a larger and more diverse and
representative potential audience in terms of e.g. age, gender, social or
ethnic origin factors.
