PLEASE NOTE

The following vacancy announcement is intended for current Federal
employees. A second vacancy announcement will follow from the Office of
Personnel Management for individuals who are not currently Federal
employees. Both current Federal employees and non-Federal employees have

The area of consideration is GOVERNMENTWIDE.  Applications will be accepted

Notice to Veterans: The Defense Authorization Act of November 18, 1997,
extended veterans' preference to
persons who served on active duty during the Gulf War from August 2, 1990
through January 2, 1992. The law
grants preference to persons otherwise eligible and who served on active
duty during this period, regardless of
where the person served or for how long.  The law also authorized the
Secretary of each military department to
award the Armed Forces.
Expeditionary Medal for service in Bosnia during the period November 20,
1995, to a date to be determined.  The
award of the Medal is qualifying for veterans' preference.  More

Individuals who have special priority selection rights under the Agency
Career Transition Assistance Program
(CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must

STATEMENT OF DUTIES:  The incumbent is responsible for the Museum's
holdings of audio and video testimonies,
moving images, sound recordings, 3-dimensional artifacts, manuscripts, and
microforms and photographic
collections.  The incumbent carries out all processes related to the
accessioning of museum collections into
physical and legal custody of the Museum.  Coordinates the incoming and
outgoing loan processes.  Ensures that
proper insurance coverage is obtained for all items being borrowed or being
loaned from the Museum's permanent
collections.  Oversees the physical tracking through both electronic and
manual systems of all collection items.  In
coordination with the Collections Manager, incumbent manages the
transportation arrangements, including
domestic and international to include customs clearances and risk coverage.
Develops, implements and enforces
museum procedures and practices relating to the access, handling and
storage of the collections. Provides
guidance and assistance to junior registrars, technicians, interns and
volunteers.

SUMMARY OF QUALIFICATIONS REQUIRED: At the GS-11 grade level, applicant
must possess one year of
specialized experience equivalent to the GS-9 grade level or 3 full
academic years of progressively higher level
graduate education or a PH.D or equivalent degree related to the position.
Specialized experience is experience
related to the operation or management of a museum or similar collection of
valuable objects.  Examples of
qualifying specialized experience include collections management,
registration, cataloging, conservation, research,
preservation, restoration, or conservation of collections of museum
material, or other experience related to the
position to be filled.

In addition to the above the applicant must meet the following selective
placement factors to be
considered qualified for the position.

Selective Placement Factors:

   A.     Knowledge of museum and archival registration principles,
theories, concepts, and techniques.

   B.      Experience and knowledge of the safe movement, packing, shipping
of collections in-house, overland,
      ocean and air, short and long distance and all insurance
considerations associated with such moves.

ALL QUALIFICATIONS AND TIME-IN-GRADE REQUIREMENTS MUST BE MET WITHIN 30
CALENDAR DAYS
AFTER THE CLOSING DATE OF THE ANNOUNCEMENT.

KNOWLEDGE, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCs):

1.      Knowledge of museum and archival registration principles, theories,
concepts, techniques, and functions
   including documentation, accession and loan records, copyright
considerations, insurance requirements,
   domestic and foreign loan agreements, and other official documents
relating to registration.

2.      Extensive experience and knowledge of the safe movement, packing,
shipping of collections in-house, overland,
   ocean and air, short and long distance and all insurance considerations
associated with such moves.

3.      Familiarity with conservation techniques of all types of objects of
the museum and archive disciplines,
   knowledge of the agents of deterioration that can affect collections,
and the ability to seek or recommend
   correct treatments.

4.      Knowledge of computer software systems and data standards for
archival and museum cataloging and
   registration.

5.      Ability to write and communicate verbally to effectively report and
make presentations on treatments,
   activities, projects, laboratory needs and environmental conditions.

EVALUATION OF EXPERIENCE: Your rating will be based on an evaluation of
your experience as it relates to the
above ranking factors (KASOCs).  Applicants must provide detailed evidence
of these factors, and must explain
how and when each was acquired and applied.  This evidence should be
described in your application in the form
of clear, concise examples showing level of accomplishment and degree of
responsibility.  Applicants are

factor.

ELIGIBILITY REQUIREMENTS:

You must be a United States citizen, unless otherwise stated.

Candidates with Veterans preference must submit DD-214 for 5-point
preference or SF-15 plus appropriate
documentation listed on the SF-15 if claiming 10-point preference (VA
letter must be dated within 1 year).

Status candidates must submit proof of status (SF-50 showing current grade
and tenures and an SF-50 showing
highest (permanent) grade ever held, if different).

Those applying under special employment programs (e.g., VRA, handicapped,
Peace Corps, etc.,) must submit
proof of eligibility (e.g., DD-214 letter verifying Peace Corps service,
etc.).

You must meet the Office of Personnel Management (OPM) Qualification
Standards.  These standards are available
in any Federal personnel office for review.

If you are selected for Federal employment, you will be required to fill
out a Declaration of Federal Employment,
OF-306, prior to being appointed to determine your suitability for Federal
employment and to authorize a
background investigation. You will be asked to sign and certify the
accuracy of all the information in your
