I am researching what other Government agencies are doing when working with
a 3rd party.  I am involved with Historic parks in Canada, and am looking at
using First Nation peoples to provide and develop First Nations programs.
I was wondering in there are any standards in place?  Would the 3rd party
provide the development of program as well as delivery?  If so, what happens
if there is no one to deliver the program, is it appropriate for non-native
people to deliver the program.  Any advice or experiences would be most
helpful.
