Am I correst in thinking that your museum is considered small?  If that is
the case then turning awat a non-paying tour bus away at 4:30 p.m. is not a
loss.  Explain nicely, that the last tour is at 4p.m. and that they are
welcome to return the following day.  That coming in this late deprives
them of the chance to take their time and fully enjoy the museum and the
collection.  Also, the staff would not be available to answer questions or
to provide them with a quality experience because this is the time that
they are busy shutting down the museum for the day.  Smile and say I sorry
we cannot accommodate you at this time.  Suggest that they call a head and
arrange for a scheduled tour especially for their group and you would be
delighted to give them a personal tour.

I know admissions are about numbers, but you and your staff need to really
consider the quality of the experience of the visitor.  And, if this is
just a rest room stop; you, your staff and the museum is being abused.
