I order a lot of my material handling supplies through a company called
McMaster-Carr. They will send you a catalogue. In addition to just about any
caster you could think of, they have a section that explains the different
types of wheel coverings and what circumstances would be appropriate. Keep
one thing in mind, large diameter wheels, as a rule, handle uneven surfaces
better than small ones.

what your looking for are scaffolding castors. you may have
to alter
your cart to attach them. These castor come in hard and soft
configurations, fixed and swivel.
They can be purchased localy at most building supply
rentals.
Most any construcion rental busienss also sells scaffolding
and the
castors.
