When I worked at an 18th century historic house museum we had wigs and
hats for children to try on.  After the lessons were over for the day I
sprayed the inside of the hats/wigs with a lice preventative.  As far as
we know it worked.

It was something just bought a local wig shop in town.  It may also be
available at larger drug stores.

As to head lice can be transmitted by hats/wigs: I don't know if it can,
however, when I worked as a counselor at a girl scout camp (many years
ago) we know lice was spread by campers sharing hair combs.
