Adding moisture in any form to the reverse side of photographs is almost
always a sure way to distend the image surface.  Since you want to float
your photograph, I assume the actual image extends to the photo's edges.
While photographers are certainly using non-photographic paper as a
substrate, applying photo-emulsions to suitable art papers, most surfaces
you will encounter were wet once, have been flattened, and will most likely
cockle and distort once moisture is reintroduced.  Pressure sensitive papers
are offered, but the jury is still out on the reversability you mention
(Light Impressions, is however a wonderful source for many photo-related
materials).

Why not just go with safe, effective mylar photo corners?  You can gently
sand them to dull their sharp edges and reduce the glare of their
reflection, and then rest secure in knowing that you have not changed the
properties of the art in your care.  If this really is not acceptable, have
a photo conservator mount the work for you.

It depends on the photo.  If it is an old b/w on heavy paper, not problem.
If it is a modern photo on glossy paper there are special hinges available
for photos.  They can also be applied with special reversible adhesives
using
either a heat press or vacuum.  There is a catalogue that specializes in
photos, storage, mounting, etc. Unfortunately I cannot think of its name.
Maybe someone else will know.  Best of luck.
