It varies widely.  In some cases it is done by volunteers or by museum personnel in addition to their other duties.  In other cases (usually only in larger, well-financed museums) there may be a staff person who devotes his or her entire time to creation and maintenance of the web
site.  In yet other cases, commercial firms may be hired to create and maintain the site.  Occasionally, the original site is set up as a computer-class exercise or as a thesis project.
