The Balch Institute for Ethnic Studies in Philadelphia has had a museum,
library, and archives since its founding in the 1970s.  We are dedicated to
study of American immigration, ethnicity, and diversity.   We are an
independent non-profit so this may not be that relevant to a major
state-related organization.
