I must admit to being surprised by this flurry of contributions.
Many more of the same variety were addressed to me personally, as
well. I have certainly enjoyed the positive response and am very
hestitant to exert any administrative control over a relevant
line of discussion. It might be more purposeful, though if
successive responses to what is said in similar future cases more
clearly add to what has already been stated.

Should the situation arise, I'll forward the first few "bad
idea", "good idea" commentaries directly to the list but will
then take the liberty of summarizing the scope of further
repetitive commentary. (I see everything that is addressed to the
list, whether or not it is distributed further, and nothing is
ignored with the exception of outright spam.)

Milton's comment re international committee descriptions (below) shows
just how important both the new search facility and better "home page"
indexing (not yet done) are.

The International Committee descritpions were first put together by
Eloisa, Valerie J. and me, and put on the ICOM web site around the
beginning of 1996, as part of the build up to the 50th Anniversary of ICOM
and the current version (which Milton has been able to find at last,
thanks to the search engine) has in fact been there in its present form
(except for some updates) for two and a half years (since April 1997).

Unfortunately, only those exploring (or curious about) what might be
lurking under "ICOM General Document Repositories" ever found it.  I know
that we don't want an opening page that's too big for those with limited
Internet access and old machines to open (and some of us still feel a bit
bruised after the protests over the original web version of the AFRICOM
Documentation Standards).  However, I suspect that the home page could be
rather more detailed without making it so big that it becomes difficult to
access.

I'm afraid that I can't duplicate these results. When I use the
new search engine to locate all documents containing "ICAMT" I
get a correct response. However, it would be entirely possible
for one of the documents located in this manner to contain an
invalid link to a given resource and for another document to
contain the correct link.

Indeed, the search facility needs refinement in terms of detail.
The key issue here is that the search engine, itself, cannot in
any way determine if the material that it has indexed is correct.
What I would expect to happen when the facility becomes
publically available sometime next week is for people to start
discovering all sorts of problems and inconsistencies that have
been in documents on the ICOM Web site, all along. If this
results in the documents being updated and corrected, that will
be just fine. Obviously, the burden of doing the necessary
modifications will lie with the authors of the documents.

(We're on the verge of plunging into the metadata issue, here,
but I'll leave it to others to carry that discussion further.)

Once again, a sudden change in the frequency of messages sent to
ICOM-L has resulted in a number of communications sent to me
personally regarding various administrative aspects of the list.
I suspect that other list members may share at least some of the
confusion about these points and am therefore responding in this
manner.

1. The search engine will locate all material on the ICOM Web
site and nothing else. If it doesn't reveal, for example, a list
of the members of one of the committees, it is unlikely that any
such list is on the central server. I do not have time to perform
individual searches on request and have absolutely no way of even
guessing what documents may be on other servers maintained by
ICOM bodies.

2. The only way that mail addressed to ICOM-L can end up in your
mailbox is if your name is on the distribution list. (It is
possible for a third party to be forwarding such material to you,
as well, but such action is completely beyond my control.)
Although Advisory Committee and Executive Council members are
automatically included, the only other way to have landed on the
list is by your own personal request to the automated LISTSERV
facility. Every message sent to the list includes instructions
about how to remove names from it, should the receipt of postings
to it no longer be desired. This also requires the use of the
automated LISTSERV.

The entire ICOM-L venture is based on an automated distribution
list server. Manual subscription and unsubscription services are
not provided as a convenience to members. Quoting from the list's
charter, which is sent to every new member, "the list owner does
not provide manual assistance with the operation of LISTSERV
unless provided with an explanation of the reason why the
automated facility cannot be used."

3. Although I would very much like to be in a position to enter
into individual correspondence with list members about any and
all questions that they may have, in reality I can barely keep up
with a small fraction of my total e-mail load. Queries that are
treated in readily available documentation are likely
respectfully to go unanswered if sent to me personally. At times,
individuals appear to feel it useful to drown me in e-mail, for
example, by forwarding all messages sent to ICOM-L to my personal
mailbox. Although I make no assumptions about the purpose of such
action, it usually results in all mail subsequently received from
the prolific source automatically being discarded without my ever
seeing it.

I am considering installing what is called a "site map" on the
server, but its contents are probably too modest for this to make
any real sense. (The directory structure has deliberately been
kept as flat as possible to avoid trouble keeping the mirror
sites in sync. For similar reasons, serverside processes are only
installed when they meet a genuine need.)

I otherwise suspect that it is axiomatic that any page at the top
of a document hierarchy could be restructured in a manner that
more clearly reveals the contents of what lies below.

If we're talking about a page that contains primarily text, time
in transport is not a relevant constraint. Any network connection
can comfortably be used to fetch a page that is longer than
anyone could be expected to read. The current page length has
been set on the basis of the rule of thumb that states that any
page longer than three screensful in an "average" viewing
environment, is likely not to be read fully.

Transport time becomes an issue when a page includes a
significant amount of, for example, graphics. For this reason,
most people who have slow connections simply disable the
automatic loading of anything other than text. This causes
trouble, often of critical significance, if the pages are
meaningless unless the images are loaded. That was one of the
primary issues in the discussion about the AFRICOM Documentation
Standards document. There is plenty that could be done with the
welcome page on the ICOM site, including making it longer,
without triggering controversy.

Sorry. For clarification, what I meant was that links to key areas of
basic ICOM information - such as that to details of the International
Committees only just discovered by Milton, (also e.g. the ICOM staff list)
should be indexed on the main home page itself, and not buried under
"General Document Repositories". (In fact the identical link to details of
the the Affiliated Organisations is already on the home page itself.)

Inserting the whole of the text and links of the General Document
Repositories sub-index page (http://www.icom.org/repository.html) into the
main home page would only increase the home page by about 30 plain text
lines, an almost negligible increase in file size and download times.

However, such a change is of course a matter for the Secretariat to
consider and deal with.

In the light of the decision of the Melbourne General Assembly to call for
a far-reaching review of ICOM's polices and organisation by all ICOM
bodies (Executive, Advisory, Secretariat, national and international
committees) plus a special Task Force, the ICOM Training Committee (ICTOP)
allocated half a day of its 1999 Annual Conference in London to this
topic, using the common management technique of a "SWOT" analysis of the
organisation.

This technique aims to identify the perceived Strengths, Weaknesses,
Opportunities and Threats (hence S-W-O-T) of the organisation.

During the ICTOP session we began with an individual written SWOT
exercise, followed by group and finally plenary discussions.

It was agreed that the relevant views should be forwarded to the ICOM Task
Force that is being chaired by Vice-President Bernice Murphy, and
distributed to other interested parties through ICOM-L and the ICTOP web
site etc. as a contribution to this important debate about ICOM's future.

So that ICOM-L and its users are not over-loaded by trying to cover all
four "SWOT" aspects at the same time, I am posting each of these aspects
separately with a few days' interval between each one, to allow time for
reactions, both supportive and negative of course, and to give time for
others to post their own views, or the results of similar reviews within
other international or national committees, to ICOM-L as well.

In order to kick things off with the positive views, the ICTOP responses
to the first letter of "SWOT", i.e. the question: "What do you see as the
Strengths of ICOM?" are summarised below.

STRENGTHS:

S.1. ICOM is a global organisation in a global age, within which
museums need to search for ways to find common ground between
different regions, countries, systems and types of museum, and
ICOM provides opportunities for this.

S.2.  ICOM's history and continuity as a permanent international
organisation with a record of more than 50 years' commitment and
activity.

S.3.  The ICOM Code of Ethics and definition of museums are
important unifying tools, despite some faults and weaknesses.

S.4.  ICOM has accomplished excellent work in several areas, e.g.
ICOM's work on illicit traffic, and in other efforts to protect
the cultural heritage, ("Blue Shield" etc.).

S.5.  ICOM provides up-to-date information on museums and the
profession. (but see "Weaknesses" also).

S.6.  ICOM, its constituent bodies and its large, world-wide
membership, provide many possibilities for contact and networking
with people one might otherwise never meet & these opportunities
continue to grow the longer one is involved in ICOM.

S.7.  Work in museums is very international rather than local or

profession. ICOM provides the necessary  forum for consideration
of important professional and international issues.

S.8.  Some International Committees are very strong and
effective, providing and advancing both specialist knowledge and
networking; they are often more effective than some national
committees in terms of  communication with ICOM members.

S.9.  ICOM provides a platform for self-evaluation, both
professional and institutional against the standards achieved
elsewhere, giving confidence one's own professional leadership
and achievements.

S.10.  ICOM has some effective publications, particularly ICOM
News, (though there is room for improvement - see Weaknesses).

S.11.  ICOM has an effective and progressive Internet policy and
services (but see "Weaknesses" as well for problems of
implementation).

S.12.  ICOM's recognised Non-Governmental Organisation status,
with close links to other bodies e.g. UNESCO, Blue Shield

ICME will hold its 1999 Meeting in the Museo Nacional de
Antropologia in Mexico City, 27, 28 and 29 October. The selected
theme is "Ethnographic Museums in multicultural countries"
which has interested a considerable number of ICOM members and
non-members.

The morning sessions will be complemented with museum and
collection visits in the afternoons as well as with two post
conference tours. The Teotihuacan pyramids is the first and the
"Day of the Dead" ceremony in the state of Michoacan is the second.

The Organizing Committee headed by Yani Herreman and Per Rekdal
is hoping the meeting, the first held in Latin America, turns
out a success.

A few more questions that have been asked repeatedly off-list and
are therefore being answered here:

1. If you receive a message via ICOM-L that starts with a personal
greeting, you are *not* being sent that person's mail in error.

Responses to messages sent to distribution lists are normally
begun with an indication of the original author's name. Indeed,
most e-mail software automatically provides the necessary info
when generating a reply. Some people prefer to be a bit more
personal and replace the text generated by the e-mail program
("On Sept. 15, John Smith wrote:") with a friendly greeting
("Dear John").

2. It sometimes happens that people do address what are clearly
personal messages to an entire distribution list (at times with
rather embarrassing consequences). Any such message that is sent
to ICOM-L will neither be distributed to the list nor forwarded
to its intended recipient (whose personal address will almost
invariably not be indicated in the message).

Please double check the address to which you send your e-mail
before dispatching it.

3. The search engine that has been installed on the ICOM site is
called "ht://Dig" and is one of the more widely deployed free
software packages of its kind. It is not particularly difficult
either to install or maintain and deservedly has a very good
reputation. More information can be found at
http://www.htdig.org/.

Although the information at that site is highly technical, in
addition to being of interest to anyone considering installing
ht://Dig, some of the material provided may be of use to the
authors of HTML documents.

Seventy-five museum professionals from all over the African continent
meeting in Lusaka, Zambia, officially inaugurated AFRICOM (International
Council of African Museums) as a non-governmental, autonomous and
pan-African organization of museums.

Co-organized by the National Museums Board (Ministry of Tourism of Zambia)
and ICOM (International Council of Museums) under the patronage of Alpha
Oumar Konar=E9, President of the Republic of Mali, the Constituent Assembly=
 of
AFRICOM was held from 3 to 9 October 1999 in Lusaka, Zambia, on the theme
"Building together with the community: a challenge for African museums".

A woman, Mrs Shaje'a Tshiluila,  from the Democratic Republic of Congo was
elected President of the AFRICOM Board of Directors for a three-year term.
Mrs. Tshiluila stressed the fact that "AFRICOM must help professionals in
Africa to create museums adapted to the continent" and wished to recall the
words of President Konar=E9 who, in 1991, when he was President of ICOM, sa=
id
"It is time, high time, to call all of this into question, to "kill", and I
do mean kill, the Western model of museums in Africa so that new methods fo=
r
the preservation and promotion of Africa`s cultural heritage can be allowed
to flourish".

Together with Shaje`a Tshiluila, a treasurer and representatives of the six
regions of Africa were also elected until the year 2002:

     North Africa:  Ali Amahan, Morocco
     East Africa:  Kassaye Begashaw, Ethiopia

Kenya won against Nigeria as host for the AFRICOM Headquarters. The AFRICOM
Secretariat will thus set up its offices on the premises of the National
Museums of Kenya which has offered technical and logistic facilities to
AFRICOM.

Grouped into three workshops, the participants debated the following themes=
:
Museums and Community; Education, Management and Professional Training;
Networks. The discussions and the exchanges of professional practices led t=
o
the drafting of a programme of AFRICOM activities for the three years to
come which was adopted in the Plenary Sessions.

The activities and the projects of this programme cover a great variety of
subjects. Training, professional capacity building, museum autonomy and
heritage risk protection were retained. The professionals also wished to
include projects for the intangible heritage, multiculturialism, cultural
tourism and management of human remains.

Finally, the participants, after lengthy discussion, adopted the statutes o=
f
the organisation that will govern AFRICOM, its bodies and its fields of
intervention. A three-year budget was also adopted.

If AFRICOM, the International Council of African Museums, is above all the
pan-African organisation of museums, it is already open to the other
continents. The representative of the Regional Organisation for Asia and th=
e
Pacific present during this Assembly, as well as the representative of
Bolivia, were welcomed to AFRICOM as Associated Members, which is proof of
the dynamism of this new organization.

At the end of this Constituent Assembly, Jacques Perot, President of ICOM,
expressed pleasure at the birth of this new institution that he qualified a=
s
a major event for the future of African museums. He stressed that ICOM woul=
d
maintain close and privileged links with AFRICOM.

The Constituent Assembly of AFRICOM received support from:

Here is another preview of new functionality that is being tested
on the central ICOM Web site. Reports about the site's usage
statistics are available at:

     http://www.icom.org/stats/reports/

This is based on widely used software (linked to at the bottom of
the page) and, at this point, has only been minimally customized
for ICOM. The system has multilingual support and a French
equivalent to the current material will be provided if the
service is publicly released.

The problem is that the ICOM Web presence is distributed among
several sites internationally and truly useful statistics would
require merging information from all the servers. Prior to
undertaking any effort towards that end, I would be interested in
reactions to what is already there.

As ever, commentary likely to be of interest to other list
members should be addressed to the list, itself, at
[log in to unmask] Remarks solely intended for my
personal consumption should be addressed to [log in to unmask]
Beyond the first few communications sent to the list simply
expressing "thumbs up -- thumbs down" sentiment, such messages
will not be distributed individually. I'll summarize the results
of the "poll" once the returns are in.

Please do not mention the availability of the ICOM Web site
statistics on other lists or publications until the service has
been finalized.

More good news - thanks!

I don't know about other countries, but statistics based on server "hits"
are becoming pretty useless in the UK because of the very widespread use
of system caches. The whole of the UK national academic network (JANET)
has a multi-giga one which turns over once every few days and most larger
institutions have another big central cache as well.  Typically, the
disks on these are kept full at all times, with the oldest downloads being
automatically over-written as new pages or versions are used.

Consequently, if I for example download the ICOM Code of Ethics that would
be recorded as just one hit in Stockholm.  However a copy of that file
with its web address would be kept on our own University central cache for
perhaps 4 or 5 days in term time and possibility as long as 2 - 3 weeks
during the summer vacation when the traffic is drastically reduced, and
might be used by perhaps 30 students several times over during that
period.

In addition, calling that file up from our University involves JANET -
which in turn will keep a copy on the national cache. From this
potentially literally millions of users in a couple of hundred
institutions call down hundreds of thousands of web documents a day
without knowing whether they are getting this from the original source,
from the national cache or from an institutional cache. Similarly, most if
not all of the independent/commercial Internet Service Providers (ISPs) in
Britain each have their own central web caches.

One indication that this is happening are home page on-screen web
counters: I have seen the VLmp counter "stuck" at the same number for days
on end - presumably because I'm being served up with the same cache copy.

This is clearly a general problem in Britain, though I understand than in
some other European countries efforts have been made to outlaw, or at
least limit, third-party caching of this kind?

Two final points.

1.  In fast-moving areas users may be getting seriously out of date
information.

2.  If the UK situation is being repeated in other heavy use countries
then the real web use statistics for the more popular pages at least may
be several times greater than anyone is recording.

Re-envisioning ICOM: a Task Force for Organisational Change and
Renewal

We are at a new threshold.  The potential for enriching the idea
of the museum, and for its transformation through new narratives
and reinterpretation of social forms, is great.

We live in a world of social and political change, with new kinds
of societies in transition across the globe. These factors will
inescapably have a strong impact on the concept and mission of
museums.  The challenge for museums now is not simply to rely on
their past strengths, but to understand how their cumulative
knowledge and resources may be refocused to confront the present,
while retaining secure intellectual integrity and conservation
functions (conservation of collections, knowledge and ideas) as
well as imaginatively re-forging their connections with social
change and evolution (envisaging new futures).

At the recent Triennial General Conference of ICOM, Melbourne,
October 1998, there was a strong call for a comprehensive
strategic review of ICOM and a re-evaluation of its mission,
structure and workings.  On the final day this became the
official policy of ICOM, through its inclusion in the Triennial
Programme for 1998 - 2001.  The Executive Council has now
established the Task Force envisaged in the Triennial Programme
as part of the called-for comprehensive review of ICOM's
structure and organisation.

In June I was asked by the Executive Council to take up the
challenge of heading this Task Force, working with the support of
nine members nominated through the Advisory Committee and
Executive Council to assist. Their names and contact details are
listed at the end of this notice. There will of course be close
consultation with the Secretary-General of ICOM, Manus Brinkman,
throughout the process.

Organisational reform is challenging, especially for an entity as
extended and complex as ICOM, and which has grown from 800 full
members at the time of ICOM's last comprehensive reorganisation
in 1974 to 15,000 members today.  Consultation and participation
will need to be as wide as possible, and I propose to undertake
this in the following ways (with requests for active
participation and comment in each case):

(1) News of the 'reform' Task Force's composition and objectives
will be published in the next issue of ICOM News.

(2) Material about the Task Force and its work will be placed on
the main informational pages of the ICOM Website.

(3) Further material - issue-setting documents, reports and both
official and individual viewpoints of relevance to reform - will
be communicated through the ICOM-L e-mail discussion group, which
every ICOM member with e-mail access can join.  (ICOM-L is one of
ICOM's Internet facilities that has been sadly little used to
date, but it is ideal for advancing communication and exchanging
views in this way.)

(4) Papers and contributions will be sought from individuals to
advance consideration of issues raised. These - together with
reference material - can also be placed on ICOM's Website and
distributed through ICOM-L, alongside more provisional, ephemeral
- even intensely individual or provocative - exchanges of
opinion.

(5) Working documents received will be advanced and supported
through face-to-face discussions and interviews with a dozen or
so key contributors and experts on crucial matters raised.

(6) Selected material, and any provisional or firm proposals from
the Task Force arising through these processes, will be sent to
the Chairpersons of the National and International Committees,
well in advance of the next Advisory Committee meeting in Paris,
5 - 9 June 2000 (and of course made available more widely through
the ICOM Website).

(7) Under the ICOM Statues any significant proposals for
organisational or constitutional change must first be considered
by the Advisory Committee in June 2000. Final details, taking
into account the June Advisory Committee discussions, would then
be drawn up at the December 2000 meeting of the Executive
Council.  These would then be distributed in advance of:

(8) the final decisions on proposals during the next General
Conference in Barcelona, in 2001.

Finally, some quick, personal, comments on some burning questions which
the Task Force - and all the membership - needs to address. =20

ICOM ISSUES FOR REVIEW

(a) ICOM's organisation and structure is still basically that
laid down in 1974, when ICOM was less than a tenth of its present
size.  Since then membership, museums and the profession have all
boomed and undergone profound changes.

The pressures for participation in, or access to, museums by new
audiences, social groups and long-overlooked minorities, have
brought a host of different voices to bear on the social charter
of museums - affecting their ethical awareness and professional
mission-setting in a myriad of ways.

(b) Given the enormous expansion of ICOM's membership in recent
years, the size and functioning of the Executive Council itself
merits review.  In contrast to the current 15,000 members, ICOM
had only 800 or so (with a limit of just 15 full members per
country) when the Executive Council membership was set at just 10
persons. There are now some quite huge national committees,
following the opening up of ICOM's membership to all museum
professionals in each country.  However there is concern in some
quarters that the present voting system can lead to some of
largest national committees, or whole regions of the world,
having no representation on the Executive Council.

(c) Should National Committees of ICOM continue to be organised
and run independently in countries that have strong national
associations of museum professionals?  (ICOM originally promised
not to seek to duplicate a national structure where one existed
already.)

(d) On membership, ICOM now has an efficient, computerised,
membership service within the Secretariat in Paris, which is
greatly aided by electronic communications.  Might it now be
possible - even desirable - to administer membership directly
from the central Secretariat rather than through the National
Committees? Furthermore, what about the relative costs of
membership to people in vastly different economic circumstances
worldwide? What could possibly be done to improve the situation,
without jeopardising the organisation as a whole?

(e) How can the Advisory Committee function more meaningfully and
efficiently, and how can the input of members generally be more
productive, given restrictions of language, location, funding and
travel difficulties?

(f) How can ICOM work more effectively at both the regional and
sub-regional level?  What lessons can be taken from the growth of
the Regional Organizations in recent years?

(g) How can ICOM re-tune its activities to the needs of younger
members of the profession - whilst retaining the wisdom and
accumulated experience of established members? (ICOM now seems to
be strongest among what might be termed middle-level museum
staff, in terms of both age and seniority, and under-represented
among both younger professionals and the most senior staff of the
world's largest museums.)

(h) One of the most incendiary issues of all within ICOM's
structural condition at present is the administrative and
financial problems of many of the International Committees.  The
largest of these are now the size of major international
organizations in their own right. (By contrast, up to the 1974
reforms they were small working groups, limited under the
Statutes to just 30 members each.)  However the largest of the
International Committees now have arguably not the funding,
staffing or legal status they need in relation to their current
size and activities.  It is time that this situation (and the
question of liability under French law) should be seriously
addressed.

There is much to raise and consider.  And much to achieve.  In
particular, a great deal of good will is needed to build a
substantial, workable consensus on what should be attended to,
and revised, for the reorganisation of ICOM into a more
reflexive, well-tuned and well functioning organisation for the
evolving conditions in which museums will be pursuing their
professional work in the next decade.
