The idea of the sleeve is done many places. With a sleeve - which provides even support along the entire width of the object - there is no need for Velcro.

I've seen a gallery sew a strip ( the width of a sleeve) onto the back of large hook rug pieces and adhere Velcro to that with an opposing 1x4 anchored into the wall with the receiving Velcro.

However, i have never seen anything like that in any of the museums I've worked in.

No, no, no. As a textile conservator I would not use any adhesives of any kind on or near any textile. Textile conservators sometimes use adhesives during treatment but that is only in worst case scenarios done buy an extremely knowledgeable professional.
