She might try going to antique stores. Some may have an accumulation of skeleton type keys from a variety of antique cabinets, dressers, secretaries etc. Maybe they can be borrowed to try in the lock. A lot of those locks are pretty standard, it's worth a try.

She says she's tried all manner of ways of picking the lock herself, and her requests to a local locksmith have gone unanswered.
