You may want to look into IMLS's Museums for America.  Most likely it would fall into the Collections Stewardship and Public Access category, especially if your books and other library items are considered collections items.  If the project budget is less than $25,000, no match (cost share) is required.  For 25K-250K, the standard 50% cost share is needed.  Speak with Connie Bodner with any questions you may have.  She is extremely helpful.
