Josh,  I would use:
Category 5: Tools and Equipment for Science and Technology
Classification:  Mechanical  T & E
Sub Class:  Mechanical Devices
Primary:  Here, I would add a new term to the Lexicon of "Regulator, Water."  As you can see in Past Perfect there are several other types of regulators here, and that is really what this is, a water regulator.
