Just to add to what Christoff was saying - this actually derives from the
Canadian Charter of Rights and Freedoms of 1982 see:

Item 15 refers to the access rights of mentally or physically disabled
people.  It is worded as follows.
                                                                                                                      
                                                                                                                      
   15. (1) Every individual is equal before and under the law and has the right to the equal protection and equal     
   benefit of the law without discrimination and, in particular, without discrimination based on race, national or    
   ethnic origin, colour, religion, sex, age or mental or physical disability.                                        
                                                                                                                      
   This means that all public buildings and transport are required by law to provide equality of access to disabled   
   people.  Museums are not an exception.

Dear Giovanni and collegues

The Canadian legal dispositions in regard of access for disabled people
of buildings open to the public are impressively complet and if you enter
Candaian Museums, their result and success is perceptible. In terms
of information I have no percise information and therefore suggest to go
through ICOM Canada or the Canadian Musuems Association to get the
links to the respective information.
