It seems so but the "regional alliances" are a new model - all the regional
organizations shall adapt to that.  And "forget" the regions as defined by
UNESCO.  Neither can regional organizations "oblige" national committes of
their region, join it - saying the chairs belong "ex officio" ... !

Regional alliances must be founded for, at least, 5 national committees and
also their mission can be centred in projects, in regional areas and so on.
The proposed rules for regional alliances must be analyzed although it
looks, to me, as a much more "light" organizations and also more operative.
This kind of organization - with identified founders and applications to
became member - will be much more committed to their agenda - they join
because they have common objectives!  May be more realistic and able to have
results but also more durable impacts.
