It's not at all unusual for smaller or more specialised international
committees to be under-represented in the country or city hosting an ICOM
General Conference, (which in fact offer excellent recruiting
opportunities for such committees to extend their influence and membership
when this is the case).
Nor is it always necessary (or even appropriate) for the Local Organiser
or Liaison Person for an international committee to be one of its members
even where there is one or more in the country, particularly if they are
located a long way from the host city.
In the case of the Training Committee - ICTOP - a check on our records
shows that for the triennial general conferences held from 1980
(Mexico City) onwards five of the eight Local Organisers nominated by the
host country's organising committee were not ICTOP members at the time of
the Conference (though all had signed up as members by the end of the
meeting!!).
The important thing is to have someone who has the resources and
enthusiasm needed to ensure that your committee has a successful and
enjoyable meeting. Equally, if there are problems - or an apparent lack
of progress - it's important to take things up as quickly as possible with
the organisers - preferably the ICOM President of the host country - and
ask for someone else. (as we did when we had concerns about lack of
response from our original nomination for Barcelona).
I'm glad to say that though we don't have an ICTOP member in Seoul at the
moment we have already had a very positive contact with the senior ICOM
member nominated to work with us, and we are looking forward to having her
attend our 2003 annual meeting in Slovenia - both to find out more about
ICTOP, and so that we can all work with her on our Seoul 2004 meeting
programme.
